From Rescue to Prevention

Why is this conference important?

Albania is at an important moment in its development. As the country advances towards European Union accession, there is a growing focus on strengthening institutions, public policies, and standards in line with European values.

Animal welfare is an important part of this progress.

Yet animals across Albania continue to face serious challenges, including:

  • Animal abandonment and overpopulation
  • Abuse and neglect
  • Limited access to veterinary services, particularly outside major cities
  • Insufficient resources for sustainable, long-term solutions

For many years, volunteers and civil society organisations have stepped in to fill these gaps, often working under extremely difficult circumstances.

A Growing Pressure on Animal Welfare Organisations

Animal welfare organisations are under constant pressure to respond to emergency rescue cases. The sheer number of animals in need means that organisations are often required to dedicate significant time, funding, and human resources to immediate interventions.

This pressure is also increasingly coming from international visitors who encounter abandoned, injured, or suffering animals during their time in Albania and turn to local organisations for help. While these interventions are essential, they come at a significant cost.

The more resources required for emergency rescue, the fewer resources are available for prevention.

This can make it difficult for organisations to invest in programmes that address the underlying causes of animal suffering. Programmes such as responsible pet ownership, sterilisation, education, veterinary capacity building, and stronger systems for animal welfare.

From Emergency Response to Prevention

We believe Albania has a unique and timely opportunity to rethink how animal welfare challenges are addressed.

Rather than focusing primarily on managing the consequences of animal suffering, we need to explore how Albania can build the systems, policies, partnerships, and community support needed to prevent suffering in the first place.

This conference aims to bring together government, municipalities, veterinary professionals, civil society organisations, animal welfare advocates, international partners, and other key stakeholders to begin that conversation.

Together, we can explore practical, sustainable solutions that move Albania from a cycle of emergency response towards a future where animal suffering is prevented wherever possible.

In 2024, together with a team of animal lovers, he founded Ani-Kos, an organisation dedicated to tackling the stray-animal problem in Kosovo. Thanks to the support of many animal lovers and organisations from the Netherlands, more than 5,500 animals have been neutered in just two years.

Karen Soeters is the founder and director of House of Animals, one of the Netherlands’ most prominent animal-protection organisations. For many years, she has worked to expose animal suffering, challenge those responsible, and bring animal-welfare issues to the attention of the public, media and politicians.

Through House of Animals Investigations, Karen and her team have uncovered serious cases of animal abuse, neglect and illegal animal trade, often leading to official reports, legal action and criminal investigations.

In 2025, she expanded this work through the launch of the Animal Crime Unit (ACU), the first Dutch investigation unit dedicated specifically to animal crime. The ACU investigates animal cruelty and illegal animal trade, including cases involving organised criminal networks. Its work shows that animal cruelty is not merely individual wrongdoing, but can form part of broader structured criminality.

Caren Leong and Kenric Erickson left the corporate world in San Francisco, California, in June 2017 to travel slowly around the world. During their second visit to Shkodër, Albania, in 2023, they started a Trap–Neuter–Return (TNR) programme for cats. To date, Spaying It Forward has neutered more than 4,300 cats and approximately 600 dogs in Shkodër. They also run TNR programmes in Kotor, Montenegro, and Ipoh, Malaysia, Caren’s hometown.

They care for around 200 cats in various locations, managing every aspect of their lives from cradle to grave. They trap cats themselves and also coordinate with colony feeders and pet owners.

Having travelled to more than 30 countries, they hope to bring their neutering programmes to a sustainable maintenance stage so that they can resume their slow travels.
